What is the ZATCA deadline on 1 February 2027?
1 February 2027 is the date ZATCA set for Wave 25 taxpayers to finish Phase 2 (Integration) — connecting their e-invoicing solution to the Fatoora platform.
It is not a Phase 1 date (generation and QR). By 1 February 2027 in-scope businesses must be able to:
- Issue e-invoices in ZATCA’s specified format (not Word/Excel/unstructured PDF)
- Send standard (B2B) invoices for clearance before the buyer receives them
- Report simplified (B2C) invoices to Fatoora within 24 hours of issue
- Hold a production CSID on each EGS unit that issues invoices
ZATCA stated this in its 24 July 2026 Wave 25 announcement. Confirm the date that appears on your Fatoora account — the portal is the operational source of truth.
Six months’ notice — and why you should not wait until August 2026
ZATCA informs each wave at least six months before its integration date. Wave 25’s 1 February 2027 date was published in July 2026, which is more than six months out.
Use that window. Building UBL signing, PIH chains, CSID onboarding, and retry queues in the last two weeks of January 2027 is how teams miss clearance on day one.
What “compliant on 1 February 2027” actually means
| Must be true on 1 Feb 2027 | Why |
|---|---|
| Production EGS + CSID | You cannot clear or report without a live certificate |
| B2B invoices clear in Fatoora | Uncleared standard invoices must not go to the buyer |
| B2C invoices report within 24h | Retail/receipts still have a reporting clock |
| Invoice XML + extra fields | Phase 2 adds fields beyond Phase 1 QR |
| Archive of signed XML | Retention rules (typically 6 years in production) still apply |
“We generate a QR” is Phase 1. Wave 25 is integration.
Month-by-month plan to 1 February 2027
Now (2026)
- Read Wave 25 scope and SAR 187,500 eligibility
- Check Fatoora for your wave letter / notification
- Decide: in-house API, vendor module, or Esnad middleware
- Request a sandbox trial and open the live demo
Q4 2026
- Onboard EGS with Fatoora OTP; finish compliance test invoices
- Issue sandbox B2B and B2C invoices until clearance/reporting is boringly reliable
- Train staff: do not email B2B PDFs before status is cleared
January 2027
- Switch to production keys (
zatca_live_) - Watch the first week of live invoices and CSID health
- Keep a fallback owner for OTP if a certificate renews around the deadline
1 February 2027
- Every in-scope sale should already be on the Phase 2 path — not “we will connect today”
FAQ: 1 February 2027 ZATCA deadline
Is the deadline 1 February or the whole month of February?
ZATCA’s English notice says integrate by no later than February 1, 2027. Plan for 1 February, not end of February.
Does ZATCA notify me if I am in Wave 25?
Yes — targeted taxpayers are notified. Still check Fatoora yourself if your VAT-subject revenue crossed SAR 187,500 in 2022–2025.
What if I already complied in Wave 23 or 24?
Your earlier deadline still applies. 1 February 2027 is for Wave 25, not a reset.
What if Fatoora is down on 1 February?
Use a solution with queue and retry (Esnad returns HTTP 202 and retries). B2C has a 24-hour reporting window; B2B should not be delivered uncleared.
